Antique Appraisal Regulations
(Revised on Nov. 4, 2003)
General principles
Item 1: to facilitate the business development of the same trade, meet the requirement of import and export and enhance the confidence of the customers who buy the antiques, the association especially set up antique appraisal committee according to our regulations to provide antique appraisal service for the members and people of all circles.
Item 2: In this regulations “Member”: The member of association, including firm members and individual members. “Non-Member”: People of all circles and fanciers of antique arts. “Appraisal committee”: Antique appraisal committee.“Council and supervisory committee”: The council and the supervisory committee of the association.
The composing of appraisal committee
Item 3:the appraisal committee is composed of 7 to 11 members, which has 1 director and 2 vice-directors. The director and vice-directors will be appointed by the present council and supervisory committee in the first joint conference, and the members will be employed by the council and supervisory committee.
Item 4: The board chairman is the matter- of course member of appraisal committee, And is also the issuer of antique appraisal certificate.
The scope of appraisal
Item 5:All Chinese antique and cultural relic, such as porcelain, furniture, jade article, bronze ware, carpentry, ivory carving, calligraphy and traditional Chinese painting, carpet, stone carving and sundries, etc, belong to this scope.
The type of antique certificate
Item 6:A-type appraisal certificate is the one that identifies the year and dynasty of the antique. Both members and non-members can apply for it.
Item 7:B-type appraisal certificate is the one that identifies the antique beyond 100 years. It is only for the members to apply.
The application formalities
Item 8:All the members of the association and people of all circles can apply for the Antique appraisal certificate, but the applicator must abide by the appraisal regulation of the association when applying.
Item 9:The applicator should fill in the form Antique Appraisal and The detail form of antique appraisal of the association and attach two 2R photos of the appraised antique, member appraisal certificate and submit to the appraisal committee.
The appraisal procedure
Item 10: The antique appraisal will be of full responsibility of the antique appraisal committee of the association.
Item 11: The year of the appraised antique can only be passed after 3 appraisal committeemen sign, and certificate will be issued by the board chairman and the appraisal committeeman. It take s 2 to 7 working days for appraisal and certificate issuing.
Item 12: When the applicator has no objection on the appraisal result, he can immediately obtain the appraisal certificate after paying the cost, Non-members should pay the appraisal cast on the date submit the application form.
Liability
Item 13: The association will determine the year of the antique with professional experience , if there is any dispute and juristic problem resulting from the appraisal result, the association will not bear any responsibility, all the responsibilities will be on the applicator. For any damage of the appraised antique under any circumstances, the association will not bear any responsibility either.
Item 14: The appraisal committee has the right to evaluate of antique applied by the Applicator, the applicator cannot have any objection. The appraisal committee has not responsibility to evaluate the commercial value of the appraised by the non-members.
Item 15: The appraisal committee has the right to require the applicator to provide the object of applied antique for the committee’s appraisal. Non-members should submit the appraised antique to the committee by themselves on the appointed time.
Item 16: Anyone is not allowed to counterfeit the appraisal certificate issued by the association, if it is found, the association will surely take jurstic measures to investigate.
Supplementary articles
Item 17:This regulation is amended by 18th council and supervisory committee. Joint conference in the 7th conference on Nov. 4, 2003, and is to be executed on Jan. 1,2004, if there is any incomplete part of the regulation, the appraisal committee can submit to the council and supervisory committee joint Conference for discussion and amendment.
